The selected partner will resolve the agency's need for ongoing debt management, capital planning, market monitoring, regulatory compliance, and general advisory support. The scope of work covers debt management and transaction support, capital planning, long-term financial strategy, and market monitoring. The agency also requires evaluation of its debt portfolio and refinancing opportunities, alongside regulatory compliance and disclosure support. All services will be performed offsite over a contract period of three years. Eligible bidders must be onshore organizations based in the United States. The agency is looking for budget proposals from bidders to determine the cost of these services, rather than providing a pre-determined budget limit.
