Closed Captioning Services

The government authority located in Columbia, South Carolina is seeking a vendor to provide closed captioning services to transcribe audio content for video screens. This service is designed to make videos accessible to people who are deaf or hard of hearing, as well as to improve comprehension in noisy environments or for non-native speakers. The agency requires these services to meet accessibility needs and potential legal requirements for broadcast and online video content. The scope of work covers dialogue transcription, non-speech audio cues such as music or applause, speaker identification, and precise timing synchronization. The agency requires both closed captions that viewers can toggle on or off and permanently embedded open captions. The selected vendor must accept a variety of digital and web-based formats, including MOV, WMV, M4V, AVI, FLV, MPEG-2, and MPEG-4. The agency requires the capability to intake recordings through secure file transfer sites or common file-sharing programs such as Dropbox, Google Drive, FileDrop, Sync, and YouTube. Delivered transcripts and closed captioning must work seamlessly with YouTube and social media platforms, including Facebook, Instagram, and Twitter. The agency is requesting captioning in English, Spanish, French, German, American Sign Language, and hybrid combinations of English with Spanish, German, or French. Only United States organizations are eligible to bid on this opportunity. The selected vendor must perform all work offsite at the vendor's own office location.
