Procurement Cards and Expense Management Services

The Lead State is seeking procurement cards and expense management services to provide practical and cost-effective business models that serve the needs of participating entities. The program must allow employees of participating entities to charge authorized expenditures to assigned accounts while providing individual account segregation, individual billing, and centralized tracking. The procurement is divided into five distinct lots, consisting of integrated expense management services that are brand-agnostic, and card-only services branded specifically as Visa, Mastercard, American Express, or other brands. Only United States organizations are eligible to bid on this opportunity. The selected contractor will perform all work offsite. Bidders must submit their proposals digitally either via email or through the designated online portal. The agency is seeking budget proposals from bidders to establish a contract period of five years. A pre-bid meeting will take place on June 18, 2026, to address initial inquiries. Bidders must submit all questions regarding the solicitation no later than July 7, 2026.
