Life Insurance, Short-term Disability and Long-term Disability Service

The City of Denton, Texas is seeking a vendor to provide life insurance, short-term disability, and long-term disability services for its employees and eligible dependents. The agency needs to replace or maintain its current benefit structures, which include employer-paid basic life and accidental death and dismemberment coverages, long-term disability, supplemental life, and voluntary short-term disability. Eligible dependents under this plan include legal spouses, declared common-law spouses, unmarried children up to twenty-six years of age, and incapacitated children of any age who depend on the employee. The scope of work requires matching the existing benefit structures for two distinct classes of employees. Class one consists of all full-time active executives, who receive basic life coverage of two times their salary up to five hundred thousand dollars. Class two includes all full-time and part-time active permanent employees, who receive coverage of one times their salary up to three hundred thousand dollars, with a minimum benefit of fifteen thousand dollars. Basic life and long-term disability coverages must begin on the date of hire, while supplemental and dependent coverages must begin on the date of enrollment. The requested supplemental life and accidental death and dismemberment benefits must be available in ten-thousand-dollar increments up to five times annual earnings, with a maximum limit of two hundred thousand dollars. The voluntary short-term disability program must provide sixty percent of earnings up to one thousand two hundred dollars per week, featuring a fourteen-day elimination period and an eleven-week maximum payout. The agency is contracting these services for a performance period of three years. Bidders must perform all work offsite and must be located onshore within the United States. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. Bidders must submit all questions regarding this opportunity no later than June 22, 2026.
