Closed Captioning Services

A government authority located in Columbia, South Carolina, is seeking closed captioning services to make video content accessible to viewers who are deaf or hard of hearing. The agency requires a solution that transcribes dialogue, includes non-speech audio cues such as music or applause, identifies speakers, and synchronizes text timing with the audio. The requested services must support both closed captions that viewers can toggle on or off and open captions permanently embedded in the video. The scope of work requires the capability to accept various digital and web-based formats, including MOV, WMV, M4V, AVI, FLV, MPEG-2, and MPEG-4. The agency needs a secure and simple file transfer process, allowing intake through platforms like DropBox, Google Drive, FileDrop, Sync, and YouTube. Deliverables must integrate seamlessly with YouTube and social media platforms, including Facebook, Instagram, and Twitter. The agency requires captioning and transcripts in multiple languages and hybrid formats, specifically English, Spanish, French, German, American Sign Language, English/Spanish hybrid, English/German hybrid, and English/French hybrid. Eligible bidders must be onshore organizations located within the United States. All contracted work must be performed offsite at the vendor's own office location.
