The City of Concord, California, is seeking a qualified consultant to provide comprehensive civil engineering design services for the citywide installation and upgrade of traffic signs. The city needs to establish a detailed traffic sign inventory to improve its asset management and ensure regulatory compliance. This project aims to solve the lack of centralized, spatially accurate data regarding the location, condition, and retroreflectivity of the city's traffic signage. The scope of work requires the consultant to develop a sign inventory containing individual records with attributes and photos, which must be formatted for upload into the city's asset management system. The consultant must link these traffic signs to the base map and plot them using precise GPS coordinates. Additionally, the selected firm must perform an engineering evaluation of the inventory data, which includes assessing retroreflectivity values, collected attributes, and the vertical and horizontal spacing of the signs. Bidders must perform all work onsite within the United States, as offshore participation is not permitted. The city will award a contract for a one-year period.
