The City of Rochester Hills, Michigan, is seeking professional services to develop a long-range vision and implementation framework for its Department of Public Services West Campus garage. The agency needs campus master planning, engineering, architecture, landscape architecture, operations planning, and space design to address current operational limitations and guide future development. This planning effort will solve the problem of outdated infrastructure by establishing a clear, structured path for campus reorganization and modernization. The scope of work covers a comprehensive existing conditions and needs assessment, which includes conducting a full inventory of all West Campus structures and the legacy garage. The selected partner must perform critical infrastructure planning to identify the optimal site placement for a new fuel storage tank and fuel pump system. Additionally, the project requires developing site reorganization scenarios to determine the best locations for a new material storage structure and a new hook-lift storage building. Eligible bidders must be onshore United States organizations. The agency requires the selected contractor to perform all work onsite at the Rochester Hills campus. Bidders must submit their proposals digitally, either via email or through the designated online portal. The agency is currently looking for proposals to determine the budget and cost structure for this initiative. Bidders must submit all clarifying questions regarding this opportunity no later than July 1, 2026.
