Fee Study Service

The City of Dallas, Texas, is seeking a qualified vendor to perform a comprehensive fee study service for its building inspection and current planning services. The agency needs to evaluate the full cost of its services, including direct and indirect costs, staffing, overhead, and administrative expenses. To solve operational and financial inefficiencies, the agency requires an analysis of departmental workflows, service delivery processes, and the actual staff effort associated with permitting, plan review, inspections, zoning review, engineering review, customer service, and administrative support. The scope of work covers reviewing existing fee schedules, identifying all services and permits, and evaluating long-term enterprise fund sustainability, including staffing, technology, training, and operational improvements. The selected vendor must assess current cost recovery levels, benchmark fees against comparable municipalities, and develop defensible fee methodologies and allocation models. Additionally, the project requires evaluating the operational and financial impacts associated with DallasNow, ProjectDox, technology integration, workflow management, reporting, and ongoing system support. The vendor must perform these services both remotely and on-site at agency facilities in Dallas, Texas, as necessary, and deliver draft and final reports summarizing all findings and recommendations. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency is currently looking for proposals to determine the budget for this project. Interested bidders must attend a pre-bid meeting scheduled for June 22, 2026, and submit all questions regarding the solicitation no later than June 26, 2026.
