Municipal Advisory Services

The government authority located in Tamuning, Guam, is seeking a consulting firm, an investment banking firm, or a commercial bank to provide comprehensive municipal advisory services. The authority requires assistance in developing and implementing written debt issuance, debt management, and asset management policies. The selected provider will also deliver ongoing support and training regarding debt finance, asset management, and investment functions. The scope of work covers ongoing analysis of refunding and other opportunities under specific market conditions, alongside direct debt issuance services. The authority requires the monitoring of revenues, investment income, and other cash flows to ensure compliance with bond covenants and sufficiency for debt service and operating purposes. Additionally, the provider must review and analyze all unsolicited proposals related to debt issuance, investment management, and derivative products, as well as assist in reviewing solicitations for financial services or products. Eligible bidders must be onshore organizations based in the United States. The authority allows the performance of the work to be conducted either onsite or offsite. The contract period will span three years, and the authority is currently looking for proposals to determine the budget.
