Merchant Service for On-Line Payments

The City of Waterbury, Connecticut, is seeking a qualified vendor to provide secure merchant services for online payments. The agency needs to solve the challenge of processing online payments for property taxes, parking tickets, and water and sewer charges through a secure, modern platform. This system must integrate with the agency's existing infrastructure by supporting Single Sign-On via Microsoft Entra ID and requiring Multi-Factor Authentication. The scope of work requires the platform to encrypt data both in transit and at rest while offering role-based access controls. The hosting provider must maintain SOC 2 compliance or higher to meet the agency's security standards. To accommodate constituents, the system must accept digital wallets and alternative payment methods, including Apple Pay, Google Pay, PayPal, and Venmo. The selected provider must process online payments for parking tickets and water or sewer bills using separate reporting and batch processing. The agency requires daily batch files and reports in PDF, Excel, or CSV formats delivered directly to the Tax and Water Department. Additionally, the system must support next-business-day consolidated settlement, depositing all payment types within a single daily batch, and provide comprehensive audit trails for financial reconciliation. Only onshore organizations based in the United States are eligible to bid on this opportunity. Bidders must perform all work offsite and submit their proposals digitally via email or through the designated online portal.
