Mental Health and Substance Use Systems Transformation Consulting Services

The Alabama Department of Mental Health in Montgomery, Alabama is seeking a vendor to provide mental health and substance use systems transformation consulting services. The agency needs to address critical gaps in its community mental health system by establishing infrastructure to maximize, expand, and maintain housing resources. Additionally, the agency requires assistance in implementing strategic plans for evidence-based supportive housing, evidence-based assertive community treatment, and entitlements around mental health and substance use services. The scope of work covers enhancing children’s mental health services and developing strategies for the implementation of outcome and quality measures, alongside data collection and reporting processes. The selected vendor must assist in the development and implementation processes for six specific consultation activities. The agency requires the vendor to devote up to 2,750 hours to this work and maintain flexible working hours. Bidders must be onshore organizations based entirely within the United States. The agency requires all performance of the work to occur offsite at the vendor's own office location.
