Workers’ Compensation Actuarial Consulting Services

The agency is seeking workers’ compensation actuarial consulting services to provide advisory council support. The selected contractor will evaluate the National Council on Compensation Insurance, Inc.’s 2026 annual filing of advisory prospective loss cost and rating values for the voluntary workers’ compensation insurance market, as well as all subsequent annual loss cost filings during the contract term. The agency needs the contractor to evaluate the selected data underlying these annual filings, including the scope of cases, the dollar amount of claims, potential data bias, coverage breadth, and any excluded insurance company data. The scope of work requires the contractor to address data relating to direct loss costs and loss adjusting expenses separately in both the filing reviews and any generated written reports. The contractor must also provide other actuarial services, ad hoc reports, and oral presentations relative to the workers’ compensation area as deemed necessary by the council. The agency is establishing a five-year contract period for these services, and performance of the work will take place offsite. Eligibility is restricted to onshore United States organizations. Bidders must submit proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget. The agency will hold a pre-bid meeting on June 18, 2026, and all questions regarding the opportunity must be submitted no later than June 24, 2026.
