Municipal Advisory Services

The Guam International Airport Authority in Tamuning, Guam, is seeking a consulting firm, investment banking firm, or commercial bank to provide comprehensive municipal advisory services. The agency requires assistance to develop and implement written debt issuance, debt management, and asset management policies. The selected advisor will help establish and implement these management and investment structures while providing ongoing support and training regarding debt finance, asset management, and investment functions. The scope of work covers ongoing analysis of refunding and other market opportunities, as well as direct debt issuance services. The advisor must monitor revenues, investment income, and other cash flows to ensure compliance with bond covenants and to verify sufficiency for debt service and operating purposes. Additionally, the agency requires the review and analysis of all unsolicited proposals related to debt issuance, investment management, and derivative products, alongside assistance in reviewing solicitations for financial services or products. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to occur either onsite or offsite. The agency is looking for proposals to determine the budget, and the resulting contract will span a period of three years. Bidders must submit all questions regarding this procurement no later than June 17, 2026.
