Merchant Service for On-Line Payments

The City of Waterbury, Connecticut, is seeking a qualified vendor to provide secure merchant services for online payments. The agency needs to solve the challenge of processing online payments for property taxes, parking tickets, and water and sewer charges through a secure, modern platform. The system must support Single Sign-On via Microsoft Entra ID, require Multi-Factor Authentication, encrypt data both in transit and at rest, and offer role-based access controls. The scope of work requires hosting by a SOC 2-compliant or higher provider and accepting digital wallets and alternative payment methods, including Apple Pay, Google Pay, PayPal, and Venmo. The agency requires separate reporting and batch processing for parking tickets and water or sewer payments, alongside daily batch files and reports in PDF, Excel, or CSV formats for the Tax and Water Departments. The selected provider must support next-business-day consolidated settlement deposited within a single daily batch for all payment types, and provide comprehensive reporting and audit trails suitable for reconciliation, financial reporting, and external audit review. Eligibility is strictly limited to onshore organizations based in the United States. The agency expects the performance of all work to occur offsite, and bidders must submit their responses digitally via email or online.
