Forensic Toxicology Analytical Platform

The agency is seeking a Forensic Toxicology Analytical Platform suitable for use in a medico-legal forensic toxicology environment. This system will support overdose surveillance, toxicological confirmation, and medico-legal death investigation functions. The agency needs to solve the problem of detecting, identifying, and quantifying emerging synthetic opioids, fentanyl analogs, nitazenes, and novel psychoactive substances. The scope of work covers the provision of an Ultra Performance Liquid Chromatography system and a Triple Quadrupole Mass Spectrometer. The requested platform must include all required pumps, autosamplers, column managers, detectors, controllers, and workstations with required processing specifications. The agency also requires all necessary software licenses, a bench with soundproof space for pumps, operational stands, mounting systems, and all accessories and consumables necessary for complete operational startup. The system must support forensic toxicological screening and confirmatory analysis of biological specimens using multiple reaction monitoring acquisition mode. The requested platform must deliver analytical sensitivity, specificity, and dynamic range appropriate for forensic toxicology confirmation workflows, including the detection, identification, and quantification of reserpine sensitivity. The agency requires the data acquisition, processing, reporting, and management functions to be compatible with the existing forensic toxicology laboratory operational environment. The agency requires the vendor to perform installation, calibration, startup, and operational verification services. Eligible bidders must be onshore USA organizations only. The vendor must perform the work offsite at the vendor's own office location. The agency is looking for proposals to determine the budget for this procurement. A mandatory pre-bid conference will take place on June 24, 2026. Bidders must submit all questions no later than June 25, 2026.
