Cloud-Based Digital Preservation Software

The Library of Congress is seeking a vendor to provide a cloud-based Digital Preservation System to support the long-term management, preservation, and access of its digital collections. The agency needs to solve the challenge of stewarding digital content in a way that ensures authenticity, reliability, and ongoing access over time. The requested solution must create a sustainable, secure, and scalable environment for preserving and providing access to digital assets while streamlining staff workflows. The scope of work covers a system that combines a software-as-a-service management platform and a preservation storage environment to support the full lifecycle of digital content, including ingest, management, preservation, and access. The system must manage and preserve digital content using a combination of locally managed storage and cloud services, utilizing largely open-source tools for functions such as virus checking, disk imaging, file characterization, fixity verification, and metadata extraction. The agency requires the storage of management documentation, including checksums, manifests, and PREMIS metadata, largely as XML, TXT, and PDF files in managed storage. The agency requires the system to ensure integrity and authenticity through checksums, scheduled fixity checking, automated repair from replicated copies, and full audit logging with preservation metadata. The system must support complex digital objects with persistent identifiers and preserve structures, versions, and relationships between components. To ensure system independence and exit options, the platform must store content in application-independent structures, support batch export of content and metadata, and enable software escrow. The platform must enable secure, scalable ingest with virus checking, quarantine, retention of bitstreams and essential context, and ingest reporting with issue flagging. The agency requires a hosted Software as a Service model with Single Sign-On compatibility. The system must also record and document preservation actions and their outcomes in preservation metadata. Bidders must be onshore organizations based in the United States of America. The agency requires all performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to establish the budget.
