The government authority located in Washington, DC is seeking global survivor council coordinator consultant services to facilitate the meaningful, safe, and well-resourced participation of survivor leaders in the 2026 Ministerial Conference. This specialized role focuses entirely on the survivor constituency, including their recruitment, preparation, voice within the conference process, safety, and overall experience. The selected consultant must recruit and establish the Global Survivor Council through the Brave Movement and other survivor movements. The scope of work requires managing the transition from a working group to a conference delegation as the event approaches, ensuring members understand their roles, responsibilities, and available support. The agency requires the development and delivery of a structured preparation program for survivor leaders, which includes briefing sessions, conference orientation, and targeted preparation for specific engagements. The consultant must prepare survivor leaders for panel participation, bilateral meetings, and media moments using tailored briefing notes. The consultant must support survivor leaders to attend and inform regional and national consultations, as well as other pre-conference events matched to their expertise and experience. The agency also requires the organization and facilitation of a survivor-only event or safe space at or around the conference. Eligible bidders may be located worldwide, and the performance of the work will take place offsite.
