RFI for Early Childhood Comprehensive Systems Scaling Effective Early Childhood Systems Development Grant Service

The Hawaii Department of Health in Honolulu is seeking information from providers to support the Health Resources and Services Administration Early Childhood Comprehensive Systems Scaling Effective Early Childhood Systems development grant. The agency aims to implement evidence-based strategies that improve access to quality care for prenatal to five families and promote healthy development. To solve these challenges, the agency requires partners with community-based reach who can address family access to healthcare, integrate family screening of physical and mental health needs, and connect parents to services. The scope of work covers promoting preventive care and healthy child development to build resilience in young children and tracking progress on child health outcomes. The selected provider must support evidence-based programs through screening, referral, and care coordination connections to improve prenatal to five health system integration. Additionally, the project requires establishing a two-generational approach to provide comprehensive social-emotional support and intentional resources that mitigate the impacts of toxic stress. The provider must also contribute to evaluation activities focusing on family-level data collection to inform project efficacy and build capacity for sustainable scaling. Eligible respondents must be onshore organizations based in the United States. The agency allows the performance of the work to occur either onsite in Honolulu or offsite. The anticipated contract period is for one year. The agency is currently looking for proposals to determine budget parameters, and no specific budget limit is disclosed in the request.
