The City of Joplin, Missouri, is seeking professional services to support the annexation of properties adjacent to its corporate limits. The agency needs to analyze existing boundaries, engage stakeholders, and manage the administrative process of expanding its jurisdiction. To solve these challenges, the selected provider will collect data, review surrounding areas, and develop comprehensive communication plans and marketing materials for property owners, residents, and business owners. The scope of work covers stakeholder engagement, public meeting support, and administrative implementation. The provider must assist city staff during Council meetings and public hearings, coordinate boundary updates with County and State agencies, and help prepare required notices, petitions, and resolutions. Additionally, the agency requires assistance in obtaining legal descriptions for the properties targeted for annexation and managing responses to inquiries or objections. Only organizations based in the United States are eligible to bid on this opportunity. The agency expects the performance of all contracted work to occur offsite. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently open to budget proposals to determine the cost of these services.
