Geotechnical and Soil Testing Services

The Erie County Water Authority in Buffalo, New York, is seeking geotechnical and soil testing services to support its upcoming infrastructure projects. The agency needs to evaluate subsurface conditions, soil characteristics, bedrock, and groundwater levels across multiple designated sites to ensure safe and stable engineering designs. This investigation will help the agency mitigate risks related to soil instability, improper site preparation, and seismic vulnerability before construction begins. The scope of work requires the selected contractor to develop and implement a comprehensive Health and Safety Plan for all on-site activities. The contractor must coordinate and execute the soil exploration program, which includes calling 811 for utility clearing, mobilizing to the sites, and digging a minimum of one test pit per site. Following the field work, the contractor must perform laboratory analysis on the collected soil samples and deliver a final report detailing site conditions, geotechnical characterization, seismic design criteria, and earthwork recommendations. Eligible bidders must be onshore organizations based in the United States. While the physical soil sampling and site mobilization occur in Buffalo, the agency expects the laboratory analysis, data evaluation, and report writing to be performed offsite. The agency has not disclosed a specific budget and is requesting cost proposals from interested bidders to establish the project funding.
