The Franklin County government authority in Columbus, Ohio is seeking a qualified financial institution to provide comprehensive banking services. The agency needs to establish secure, efficient cash management systems to handle daily financial operations, deposits, and payroll processing. To solve these operational needs, the agency requires a partner capable of integrating banking data directly with its existing financial systems. The scope of work covers the maintenance of a Central Depository Account to facilitate all collections, alongside standard Demand Deposit Accounts for checking. The selected bank must provide monthly account statements within five business days, daily prior-day activity reporting, and automated file transmissions in BAI2 or equivalent formats. Additionally, the agency requires check scanning capabilities for normal deposits, fraud filter review systems to authorize incoming transactions, and periodic account analysis adjustments. The agency also requires inter-account transfer capabilities equipped with user-level access controls, dual approval functionality, and a complete audit trail. While a separate contractor handles payroll direct deposits, the bank must honor all agency payroll checks presented by employees at any local branch at no charge. Eligible bidders must be onshore United States organizations, and the contracted work will be performed offsite. The agency is currently looking for proposals to determine the budget for these services. Bidders must participate in a pre-bid meeting scheduled for June 22, 2026.
