Expanded Learning Opportunities Program High School Before School and After School Programming Service

The Hacienda La Puente Unified School District in Industry, California is seeking a vendor to provide comprehensive Expanded Learning Opportunities Program services for four comprehensive high schools and one alternative education school. The program must serve approximately 4,750 students in grades 9-12, offering before-school programming starting at 6:30 a.m. and after-school programming running until 6:00 p.m. The agency requires the program to operate for a minimum of 9 hours combined instructional day plus expanded learning time during required days, covering at least 180 instructional days and 30 non-school days, including summer and intersession periods. The selected provider must maintain a minimum student-to-staff ratio of 20:1, utilizing staff who meet the district's minimum qualifications for instructional aides and complete all background clearances. The scope of work includes coordinating student enrollment, maintaining attendance records, providing active supervision, supplying all program materials, and designating a site coordinator with decision-making authority. The agency also requires the provider to ensure accessibility for students with disabilities, provide transportation if students must travel to another site, and support the district in maintaining records for audits.
