Professional Engineering Services

The government authority located in Carson, California is seeking professional engineering services to support its mission of providing water reliability, water quality, sound financial and resource management, customer service, and environmental stewardship. The agency needs to solve complex infrastructure challenges through comprehensive technical support, planning, and design. The scope of work covers hydraulic modeling of distribution systems, planning, and design of recycled water and wastewater treatment related capital improvement projects. The selected provider will perform permits acquisition, water quality evaluation, technical engineering, feasibility studies, environmental assessments, geotechnical assessments, and recycled water treatment. Additional tasks include capital facility improvements, engineering across civil, mechanical, electrical, traffic, and chemical disciplines, rehabilitation and replacement related assessments, asset management, surveying, easement assessment, property appraisal, support services, membrane monitoring, membrane optimization, cost estimations, operations support, and engineering services during construction. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite. The agency has not disclosed a set budget and is looking for cost proposals from bidders to evaluate financial feasibility. The agency will host a non-mandatory pre-bid conference on June 24, 2026. Bidders must submit all questions regarding the opportunity no later than July 2, 2026.
