Repositioning Legal Services

The Pineville Housing Authority is seeking legal services to assist with the repositioning of its public housing portfolio. This initiative involves representing and advising the agency in its conversion of public housing units through the Rental Assistance Demonstration (RAD) program. The project anticipates RAD/Section 18 Small Agency Blend transactions and the utilization of low-income housing tax credits. The scope of work includes providing legal representation and advice for the repositioning of public housing properties. This encompasses RAD/Section 18 Small Agency Blend transactions and the closeout of the public housing program. The performance of the work will be conducted offsite. Eligibility for this opportunity is limited to USA organizations only. All questions regarding this RFP must be submitted no later than July 22, 2026. Evaluation of proposals will consider Project Management Approach (25 points), Firm Staff Capacity and Experience (30 points), and Fee Schedule (20 points).
