Fire Lieutenant Promotional Testing Service

The City of Raleigh is seeking proposals for Fire Lieutenant Promotional Testing Services. The agency requires preparation and delivery of a written exam and virtual assessment center for the rank of Lieutenant, to be administered twice annually during the contract term. The agency will handle exam administration and scoring using an Apperson Datalink 1200 scanner, with the vendor responsible for shipping exam materials. The vendor must design a one-hundred-question exam, with each question equally weighted. The agency will provide specific study materials, including textbooks and departmental regulations, from which all exam questions must be drawn. Each test booklet requires numbering on the first page, in either the right or left-hand corner. The contract period is for one year. All exam questions must be submitted no later than July 8, 2026. Eligibility is restricted to onshore (USA Only) vendors. The performance of the work will be conducted offsite. The agency is looking for proposals and has not specified a budget. The RFP issue date is June 17, 2026, and proposals are due by July 29, 2026, no later than 3:00 PM EST.
