The agency needs a comprehensively recodified municipal code to improve organization, usability, consistency, legal clarity, public accessibility, and administrative efficiency. The selected firm will provide technical expertise, editing, legal formatting, indexing, and related professional services. The project covers an initial review and assessment of the existing Code of Ordinances, including identifying inconsistencies, duplications, conflicts, and obsolete provisions. It also includes legal editing and recodification to standardize formatting, grammar, numbering, and terminology, and to recommend organizational improvements. The scope also encompasses code organization and indexing, preparing updated tables of contents, creating comprehensive indexes and cross-references, and providing disposition and derivation tables. The agency requires the recodified code to be compatible with its existing code-hosting platform, ensuring searchable online and mobile-compatible access, as well as downloadable and printable formats. Hyperlinked cross-references and state law references must be enabled, and accessibility must comply with applicable standards. The contractor must also provide a method for users to view scanned versions of all available historical ordinances. Eligibility is restricted to onshore organizations within the USA.
