Design Engineering and Environmental Services

The Humboldt Bay Harbor, Recreation, and Conservation District in Eureka, California is seeking a vendor to provide design engineering and environmental services. The agency needs to address preliminary engineering and environmental compliance requirements for an upcoming project. The selected contractor will conduct preliminary engineering studies, hydraulic studies, geotechnical reconnaissance, and environmental assessments. The scope of work for the hydraulic studies requires gathering and reviewing available hydrologic and hydraulic data for the project area. The contractor must also conduct scour and erosion analysis within the designated zone. For the geotechnical reconnaissance, the agency requires a review of previous studies, published geologic data, seismicity data, air photos, and initial geologic field reconnaissance. The environmental services scope requires conducting studies and preparing reports to ensure compliance with all local, state, and federal regulations. The contractor must prepare a natural environment study that assesses the entire project area. This assessment must identify and quantify potential impacts to wetlands, sensitive habitats, and endangered or threatened species. The agency limits eligibility to onshore, United States organizations only. The contractor must perform all work onsite in Eureka, California. The agency is currently looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 8, 2026.
