Behavioral Health Response Navigation Services

The King County Superior Court in Washington is seeking behavioral health response navigation services to support youth involved in or at risk of involvement in the justice system. The agency aims to reduce systemic barriers, minimize harm, and promote healing through trauma-informed care and healing-centered engagement. The project focuses on serving youth with behavioral health needs, including trauma histories and dual diagnoses, who face serious violent offense charges or standard range dispositions at juvenile rehabilitation. The selected contractor must perform early screening and support to identify needs before legal processes escalate. The scope of work requires the provider to develop tailored Case Plans for each youth, support access to behavioral health services, and foster prosocial behaviors. Additionally, the provider must recruit, screen, and orient parents to the program, facilitate family engagement and cultural discovery, and implement structured closure procedures for navigator relationships. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The agency is contracting for a two-year period, and the performance of the work will take place offsite.
