Design Engineering and Environmental Services

The Humboldt Bay Harbor, Recreation, and Conservation District in Eureka, California is seeking a vendor to provide design engineering and environmental services. The agency needs to address structural and safety issues by developing the scope and impacts of a proposed wing-wall repair and geometric improvement to a bridge approach. This project requires preliminary engineering studies, hydraulic analyses, and comprehensive environmental assessments to ensure regulatory compliance. The engineering scope of work covers reviewing and gathering available hydrologic and hydraulic data pertaining to the project area. The selected contractor must prepare a location hydraulic study and a summary floodplain encroachment report in accordance with the environmental handbook. Additionally, the agency requires scour and erosion analysis within the project area to inform the design process. The environmental scope of work requires conducting and preparing studies, assessments, and reports to ensure compliance with all applicable local, state, and federal laws, regulations, standards, policies, procedures, and guidelines. The agency requires the preparation of a Natural Environment Study, which must include an environmental assessment of the entire project area. This assessment must identify and quantify potential impacts to wetlands, sensitive habitat, and endangered and threatened plant and animal species. The agency limits eligibility to onshore United States organizations. The selected contractor must perform all work onsite in Eureka, California. The agency is currently looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 8, 2026.
