The agency requires professional external review organization consulting services, delivered directly and through medical review specialists and consultants in psychiatry, addiction medicine, and behavioral health care. These advisory services address reviews of inpatient, crisis residential, and partial hospitalization criteria for medical necessity concerning adults and children with serious mental illness, serious emotional disturbance, intellectual and developmental disabilities, and co-occurring disorders. The selected partner must provide advisory consulting services on matters concerning medication management, as well as the medical necessity and medical appropriateness of mental health and substance use disorder services. Only organizations based in the United States are eligible to submit proposals for this opportunity. The agency allows the performance of the work to occur either onsite or offsite.
