The government authority in Chicago, Illinois is seeking professional engineering consulting services to characterize and evaluate the performance of its sewer system. The agency needs to solve complex sewer management challenges by conducting hydrologic and hydraulic studies, combined sewer outfall studies, and climate and environmental impact studies. These efforts require computer modeling and necessary field investigations to support the research. The project covers identifying regulations, policies, and projects for capital improvement, innovation, replacement, lining, and other sewer improvements based on the study results. The selected engineering firm will assist in selecting capital improvement projects and evaluating or optimizing the design of capital improvement plan projects, which may include feasibility reports and cost estimates. The scope also includes evaluating potential locations for sewer lining, assisting in future master planning of the sewer system, and evaluating the impacts of different climate change scenarios to strengthen the city's climate resilience. The agency requires the development of a web-based capital improvement plan management database system in conjunction with the city's geographic information system data and sewer system Access database. This system must maintain, manage, and track the evaluation, design, and construction of capital improvement plan projects. Bidders must be onshore organizations based in the United States, and the performance of the work must be conducted onsite. The agency is looking for proposals to determine the budget for this two-year contract. Interested parties must submit all questions no later than June 30, 2026.
