Equity Index Investment Management Products and Services

The New York government authority is seeking equity index investment management products and services to manage its portfolios. The agency requires capitalization weighted indexes, smart beta and alternatively weighted indexes, or other indexed portfolios such as those based on factors and limits on carbon. This search aims to select managers for immediate asset allocation as well as pool managers who will be eligible to compete for future allocations when needs arise, such as upon the termination of a current manager. The selected managers must adhere strictly to investment guidelines issued by the comptroller. Portfolios must remain fully invested at all times, with strict limitations on the amount of cash held. The scope of work excludes custody and securities lending, and the agency does not currently permit the use of derivatives. Bidders must perform all work onsite and must be located onshore within the United States. The agency will accept proposal submissions digitally via email or online. The contract period will span one year, and the agency is currently looking for proposals to determine the budget. Interested parties must submit all questions regarding this opportunity no later than June 25, 2026. The agency will evaluate proposals based on the ability to meet the specified investment guidelines and portfolio requirements.
