Electrical Engineering and Consulting Services

The Port of Vancouver, Washington, is seeking proposals from qualified consultants to establish agreements for on-call electrical engineering and consulting services. The agency needs to evaluate and upgrade its electrical infrastructure to support existing operations and future development. This initiative aims to address capacity planning, energy efficiency, and transition readiness for electrification across port facilities. The scope of work covers evaluating the electrical power capabilities of the existing port grid outside of individual building envelopes, including the electrical supply system for port buildings, shore power, and marine infrastructure. The selected consultant must assess existing port lighting systems to identify opportunities for energy-saving upgrades and determine the requirements for port facilities to convert to electric-powered heat pump HVAC systems. Additionally, the project requires coordination with the local electrical power provider, Clark Public Utilities, to align capacities, as well as collaboration with other port consultants on multi-disciplined projects. Bidders must demonstrate relevant experience with industrial, port, terminal, and electric vehicle charging electrical infrastructure. Submittals must identify key personnel, including a Project Manager, Lead Electrical Engineer, Utility/Power Electrification/EV Infrastructure Lead, and cost estimating/asset planning support, detailing the role and relevant experience of each individual. The agency limits eligibility to onshore providers within the United States, and the selected consultant must perform the work onsite. The contract period will span one year, and the agency is currently seeking budget proposals to determine project costs. Bidders must submit all questions regarding this solicitation no later than July 1, 2026.
