Search and matching capabilities must feature advanced search filters, mass edit functions, and artificial intelligence assisted matching with confidence scoring. The platform must also utilize optical character recognition for labels, image recognition for common articles, duplicate claim detection, and natural language search. A public-facing online and mobile portal is required to allow claimants to submit claims and look up their status. Eligible bidders must be onshore organizations based solely in the United States. The agency expects the selected vendor to perform all work offsite.
