Benefits Consulting Service

The government authority located in Appleton, Wisconsin is seeking employee benefit consulting firms to assist in the planning, evaluation, procurement, implementation, marketing, communication, compliance, and ongoing administration of its employee benefit programs. The agency needs to develop and manage relationships with insurance carriers, third-party administrators, pharmacy benefit managers, wellness vendors, stop-loss carriers, and other benefit providers. To solve its long-term planning challenges, the agency requires strategic benefits consulting and a review of its current benefit structure to align overall strategy with recruitment and retention goals. The scope of work covers financial and actuarial analysis, ongoing account service, and support in creating wellness programs. The selected partner must provide compliance guidance on employee benefit laws and regulations, specifically relating to the Affordable Care Act, HIPAA, COBRA, Section 125, FMLA interaction with benefits, Medicare coordination, mental health parity, and other federal and state requirements. Additionally, the agency requires assistance with marketing and employee communication efforts to support these benefit programs. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to take place either onsite or offsite. The contract period will span two years, and the agency is currently looking for proposals to determine the budget.
