Construction Management At-Risk Service

The City of Laredo, Texas, is seeking a qualified vendor to provide construction management at-risk services for a theater renovation and expansion project. The project addresses the need to modernize existing theater spaces while preserving and restoring historic murals, ornamental plaster, and select historic fixtures. The scope of work covers selective demolition of existing interior construction, converting the existing sloped theater floor to a flat floor configuration, and constructing a new adjacent infill structure to house vertical circulation, restroom facilities, and support spaces. The selected contractor must perform new structural work, complete interior build-outs, and install finishes, ceilings, doors, hardware, and millwork. The project also requires the complete removal and replacement of existing mechanical, electrical, and plumbing systems, along with limited work in deferred areas designated for future operational build-out. All physical work must be performed onsite at the designated facility in Laredo. Eligibility is strictly limited to onshore organizations based in the United States. The agency is currently looking for proposals to establish the budget for these services. The agency will host a pre-bid conference on July 1, 2026, and requires all questions regarding the solicitation to be submitted no later than July 6, 2026.
