Construction Manager at Risk Services

The City of Greeley, Colorado, is seeking a construction manager at risk to replace the aging secondary clarifier mechanisms, piping, and electrical and instrumentation and controls equipment currently operating at its wastewater treatment and reclamation facility. The selected partner will address the need for modernized infrastructure to ensure the ongoing reliability and efficiency of the reclamation plant. The scope of work is divided into two distinct phases to manage the project from design through completion. Phase 1 preconstruction services require the partner to collaborate with the design team by providing value engineering, constructability reviews, cost estimating, schedule development and management, and risk management planning and preparation. Phase 2 construction services encompass the physical construction of the project, startup and commissioning of the new systems, and warranty support. All physical performance of the work must take place onsite at the facility in Greeley. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for proposals to determine the budget and financial structure for this engagement. The agency has scheduled a mandatory pre-bid conference for July 8, 2026, which bidders must attend to remain eligible. All clarifying questions regarding the project must be submitted to the agency no later than July 13, 2026.
