Audit and Performance Review Services of Solid Waste, Recycling and Organics

The City of Banning, California is seeking a qualified, independent consultant to conduct a comprehensive audit and performance review of its solid waste, recycling, and organics collection service. The agency needs to verify compliance with existing agreements, map current processes, and verify billing, rates, and revenue. The selected partner will also conduct a franchise fee and financial review, verify reporting and data, and evaluate diversion and program performance. The scope of work also covers operational and service performance reviews, alongside customer service and complaint reviews. The agency requires the performance of all work to be conducted offsite. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency is currently looking for proposals to determine the budget for this initiative.
