Delinquent Tax Collection Services

The City of Warner Robins, Georgia is seeking a vendor to provide delinquent tax collection services for outstanding municipal taxes, fees, and related charges. The agency needs to improve the recovery of these delinquent accounts while maintaining professional and courteous interactions with taxpayers. To solve this problem, the selected vendor will work in coordination with city staff to perform account reviews, notification and demand processes, skip tracing, payment collection, reporting, and customer service. The scope of work requires an initial pursuit of delinquent taxes through a maximum of two standard collection notices, followed by a secondary pursuit involving the filing of tax executions and all legally required notices. The vendor must conduct thorough searches for bankruptcy filings and identify all entities with an interest in the subject properties. Additional responsibilities include preparing all legal notices, advertisements, and abstracts required throughout the levy process, as well as providing weekly status data updates on paid accounts, contacted accounts, certified mail, and returned mail. Eligible bidders must be onshore organizations based in the United States, and the performance of the work will take place offsite. The agency is looking for budget proposals from bidders rather than providing a pre-determined budget limit. Bidders must submit all questions regarding this opportunity no later than July 2, 2026.
