Exterior Building Rehabilitation Services

The Town of Leesburg, Virginia is seeking a contractor to provide exterior building rehabilitation services for a historic three-story building dating back to the early 1800s, as well as its modern addition built in the late 1980s. The agency needs to address deteriorating exterior elements while strictly adhering to the Department of the Interior’s Standards for Historic Preservation. This project aims to preserve the structural integrity and historical character of the facility through targeted exterior interventions. The scope of work covers the selective demolition and replacement of thirty-eight exterior windows and two exterior doors. The selected contractor must also perform masonry restoration and rehabilitation work, implement stormwater system improvements, apply exterior finishes and roof coatings, and complete miscellaneous related tasks. All performance of the work must occur onsite at the facility in Leesburg. Eligibility is restricted to onshore US organizations only. The agency is looking for proposals to determine the budget and has not signaled a specific funding range. Bidders must attend a mandatory pre-bid conference on July 1, 2026, to remain eligible for award. The agency requires all clarification questions to be submitted no later than July 14, 2026.
