Single Load Credit Card Services

The Board of Regents of the University of Wisconsin System is seeking a vendor to provide physical and virtual, single-load credit card services. The agency requires an online portal where universities can order cards and manage accounts. The requested cards must be single-load only and non-reloadable, with no overdraft or credit features. The scope of work requires physical cards to be EMV chip-enabled with optional contactless support, while virtual cards must be issued instantly with secure delivery such as one-time activation codes or two-factor authentication. The solution must support network tokenization for card-on-file use under EMV and tokenization industry standards. Additionally, the selected vendor must provide cardholders with web and mobile access to balances and transaction history, alongside twenty-four-seven fraud and dispute support and multi-language support for required disclosures. Eligible bidders must be onshore United States organizations. The agency permits the performance of the work to be completed offsite. Bidders must submit proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget. The agency will award a contract for a period of five years.
