The agency requires professional oversight to ensure contractor compliance, quality control, and proper administration for a signal controller replacement project. This initiative aims to solve the problem of managing complex infrastructure upgrades by securing external expertise for pre-construction, inspection, and administrative phases. The scope of work spans three distinct phases of project management. For pre-construction coordination, the selected vendor must attend pre-construction meetings, review project plans and specifications, and coordinate with County staff, contractors, and municipal public works personnel. The vendor must also verify that the contractor meets all pre-construction public notification requirements. For construction inspection, the agency requires on-site inspection and supervision of the signal controller replacement activities. The vendor must verify contractor compliance with design specifications, safety standards, and work zone traffic control requirements. Additional inspection duties include verifying the posting of the proper jobsite labor compliance board and resolving conflicts on-site. For contract administration, the vendor must measure and tabulate contractor pay item quantities, review pay estimates, and recommend approval or corrective action. The vendor must also ensure strict compliance with the Sponsor’s Guide to Non-Traditional Transportation Project Implementation. The agency requires the vendor to perform this administrative and coordination work offsite at the vendor's own office premises. Eligibility is strictly limited to onshore organizations based in the United States. The agency has not disclosed a specific budget and is looking for proposals to determine the cost of these services.
