The Jersey City Redevelopment Agency is seeking a qualified financial consulting firm to assist with redevelopment planning and negotiations within Jersey City, New Jersey. The agency requires expert guidance on the financial mechanics of affordable housing production, specifically aligned with New Jersey State laws and housing programs. This consulting support will help the agency make informed decisions during complex development negotiations and ensure projects are financially viable. The selected consultant will evaluate and provide market analyses, focusing on comparable rents, sales prices, land values, capitalization rates, and absorption rates within Jersey City and similar urban markets. Additionally, the scope of work includes preparing and reviewing fiscal impact analyses for major development projects. These analyses must project tax revenues, municipal service costs, school enrollment impacts, and the net fiscal benefit to the city over the projected life of each project. Eligible bidders must be organizations based in the United States. The agency permits the selected contractor to perform all consulting work offsite. The contract term is established for a period of one year. The agency has not disclosed a set budget and is looking for pricing proposals from interested bidders.
