The Edinburg, Texas government authority is seeking architectural services to support its facility planning and development needs. The agency requires assistance with planning research to review, synthesize, update, and supplement completed trial court facilities master plans and court programs. Additionally, the selected provider will perform site analysis and consultation, including test fits, parking, traffic, zoning, geotechnical, utility, and utilization studies, while coordinating with staff, legal counsel, consultants, and real estate brokers for site selection and acquisition. The scope of work spans city planning, architectural and engineering design, code analysis, entitlements, sustainable design, and cost and schedule planning. The agency needs city-wide operations master planning, functional programming, design definition, and space planning for court building functions. Requested design services cover architectural, structural, civil, mechanical, electrical, plumbing, security, acoustical, interior design, lighting, data/telecommunications, and graphics disciplines for renovations or new building projects. Bidders must conduct building, planning, access, and historical code analyses, and they must support the acquisition of required entitlements from local, state, and federal agencies. The agency also requires the development and implementation of sustainable design programs, including LEED goals, alongside comprehensive project cost estimating, life cycle costing, value engineering, and schedule planning. Only onshore organizations based in the United States are eligible to bid on this opportunity. The contract period will span two years, and the agency is currently looking for proposals to establish the budget.
