Construction Manager at Risk Service

The Marion County government authority in Florida is seeking a Construction Manager at Risk (CMR) to provide comprehensive construction management services. The agency is attempting to ensure the timely, professional, and cost-effective completion of a facility project through professional design and cost verification, constructability reviews, schedule development, value engineering, and Guaranteed Maximum Price (GMP) development. The selected CMR will assume responsibility for bidding all aspects of the work to qualified, licensed subcontractors and must contract directly with electrical, mechanical, and site contractors. The scope of work covers both pre-construction and construction phases over a one-year contract period. The agency requires the CMR to perform preliminary project scheduling, phased construction planning, and preliminary cost estimating throughout the design phase. Additional duties include identifying and ordering long-lead and direct purchase items, reviewing prototype designs for site adaptation, and preparing cost estimates for alternative designs to manage the budget. The CMR must also collaborate with the assigned Architect/Engineer team, attend meetings with the Marion County Facilities designee, and provide recommendations on construction feasibility, labor availability, material usage, and time requirements. Eligible bidders must perform all work onsite and must be located onshore within the United States. The agency has not disclosed a specific budget and is looking for proposals to establish the project costs. Bidders must submit all questions regarding this opportunity no later than July 24, 2026.
