Portfolio Management Services

The City of Philadelphia government authority is seeking a consultant to provide comprehensive portfolio and project management services. The agency needs to manage the rehabilitation, replacement, or construction of a wide range of municipal infrastructure, including vehicular and pedestrian bridges, culverts, retaining walls, staircases, traffic signals, streets, roads, sidewalks, side paths, trails, bump-outs, streetscapes, traffic calming measures, school zone safety improvements, street re-paving packages, street lighting, ADA ramps, intelligent transportation systems (ITS), railroad crossings, multi-modal facilities, traffic management facilities, multi-purpose trails, and curbside bicycle facilities. The selected consultant must also evaluate methods for targeting materials for collection and demonstrate the ability to react quickly to projects with short-term deadlines. The scope of work requires the consultant to review design applicant invoices and provide payment recommendations. Additionally, the agency requires constructability reviews, construction estimate evaluations, value engineering, performance metrics tracking, contract management, and the implementation of innovative technology solutions. All performance of the work must take place onsite in Philadelphia, Pennsylvania. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for proposals to determine the budget, and the contract period will run for one year. Interested parties must attend a pre-proposal meeting on July 10, 2026, and submit all questions no later than July 15, 2026.
