Emergency Financial Assistance Program Services

The City of New Carrollton, Maryland is seeking a vendor to establish and operate an Emergency Financial Assistance Program. This program serves as a critical safety net for working families, seniors, individuals with disabilities, and low-to-moderate income residents facing immediate financial crises. The selected partner must provide both direct monetary assistance and comprehensive navigation support to help residents access broader community resources. The scope of work requires the provider to establish and maintain all program operations, including designing application and intake procedures and developing written policies. The provider must maintain a secure electronic case management system and a financial management system capable of tracking all expenditures. Additionally, the provider must oversee all program staff, maintain compliance records, participate in meetings with City representatives, and ensure adherence to all federal, state, and local laws. The service model must incorporate social work assessment and case management services. These services include conducting needs assessments, delivering crisis intervention, facilitating resource navigation, performing benefits screening, and providing referral services. The provider must also deliver housing stabilization support and follow-up services when appropriate to ensure long-term stability for program participants. Eligible bidders must be onshore organizations based in the United States. The selected vendor will perform all work offsite at their own office premises. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost of these services.
