Design and Construction Oversight Services

The Town of Barnet, Vermont, is seeking a vendor to provide comprehensive design and construction oversight services. The agency requires these services to address infrastructure needs through data collection, hydraulic analysis, environmental compliance, and final plan production. The selected provider will help the local government navigate regulatory requirements and prepare actionable engineering plans for local construction. The scope of work begins with reviewing existing documentation, including previous inspection reports, hydrologic data, and FEMA flood maps. The provider must perform detailed topographic and boundary surveys, as well as conduct geotechnical borings and analyses if necessary. Additionally, the agency requires a hydraulic analysis to determine the appropriate hydraulic opening that meets FEMA floodplain regulations, followed by the development of conceptual design alternatives with associated cost estimates. The project also covers identifying all required environmental permits, including those from the Army Corps of Engineers, the Vermont Agency of Natural Resources, state stream alteration authorities, and local regulators. The final phase of the scope requires the production of final engineering plans, specifications, and cost estimates. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Eligibility is restricted to onshore organizations based in the United States.
