The City of Pasadena, California, is seeking an onshore, United States-based vendor to conduct an External Quality Assessment of its Internal Audit function. The agency requires this assessment to benchmark its operations and identify leading practices to enhance the efficiency and effectiveness of its internal audits. All activities must align with the Institute of Internal Auditors Global Internal Audit Standards that take effect in January 2025. The selected assessor must evaluate the Chief Audit Executive reporting lines, organizational independence, and the overall quality assurance framework. The scope of work covers the structure, mandate, charter, and risk assessment methodologies of the Internal Audit function, alongside its strategy, performance objectives, and resource management. Additionally, the assessor must review selected audit workpapers, evaluate staff proficiency, and conduct interviews with the Committee Chair, committee members, executive management, and audit staff. Bidders must perform all work offsite and submit their proposals digitally via email or online. The agency is looking for budget proposals and has not disclosed a specific funding limit.
