Architecture and Engineering Services

The Tompkins County government authority in New York is seeking architecture and engineering services to support the planning, design, and execution of critical facility projects. The agency needs to address several infrastructure demands, including new facility planning, roof replacements, system upgrades, garage floor repaving, driver lounge remodeling, and the replacement of in-ground bus lifts. This initiative aims to solve facility degradation and modernization challenges through comprehensive professional planning and design. The scope of work covers planning and pre-design tasks, including conceptual design, feasibility studies, needs assessments, and environmental considerations. The selected provider must handle design development for architectural, structural, civil, mechanical, and electrical systems, as well as permitting and regulatory coordination with local, state, and federal agencies. Additionally, the project requires the preparation of one hundred percent complete construction documents for bidding and the development of Independent Cost Estimates and project budgets. Eligible bidders must be onshore organizations based exclusively in the United States. The agency requires all performance of the contracted work to take place onsite at the facility locations. The authority has not disclosed a set budget and is currently looking for proposals to establish pricing. The agency has scheduled a pre-bid meeting for July 2, 2026. Bidders must submit all questions regarding the solicitation no later than July 8, 2026. The evaluation will focus on the proposed approaches to design development, regulatory coordination, construction document preparation, and cost estimating.
